Description
The project list should distinguish somehow between projects that are hosted here and projects that are not.
What criteria can we use to identify a project that is "not hosted here"?
- Nothing in repository? (how to test? every project has a repository)
- No issues in trackers?
- No files or documents?
Or, should we simply allow people to check a box in the project settings that says "This project is not hosted here"?

Do we want to identify in the project list both projects that are hosted elsewhere but whose repositories we track, and projects that are effectively empty shells with a redirect elsewhere?
