"Add Publication to Project" needs to make clear that project needs Publications module

Description
Go to an existing publication, and try to add it to a new project that it isn't already associated with. There is an AJAX lookup to find the project name: it quite reasonably only shows projects that have the Publications module.
If you don't realise that the Publications module was necessary (or if you forget), then it simply appears not to be working. This had me confused for quite some time just now when trying to add a publication to another project!
