can't convert non-user author into user author

Description
It's too hard to convert a publication author record entered without the author being a soundsoftware user into an author record associated with the user.
For example. https://code.soundsoftware.ac.uk/authors/show/41 is Paul Brossier, who has registered since those publications were added. How do we convert those publication records to use the registered user's account? How do we ensure as well that no subsequent publications use an author that is not attached to the account?
