Feature #14: tags for projects
Warn project managers that their project is untagged!

Description
It could be interesting to warn the managers of untagged projects that they should tag their projects. This could be done in 2 places:
- in the my page, a box with "untagged projects managed by you"
- in the projects page, in the place where the tags are usually displayed.
Any thoughts?

I'm thinking we could do with an offline tool that runs periodically and warns managers by email about things they may have overlooked or forgotten.
For example:
Relatively important things
- public project created at least a month ago has nothing at all in it
- public project with something in it (repo, wiki, downloads, docs) lacks any tags
- public project lacks a description
Lower-priority things
- project has many modules enabled but not used?
- project has publications associated with it but is not public? (ok, perhaps not very likely!)
Any more ideas for things worth warning about?
(It would only warn once every, say, three months per project, don't want to overwhelm people particularly if there's a risk of false positives.)
