Description
When you're filtering on tags, you never want to add a nonexistent tag -- do you?
So the autocomplete menu probably should not have an Add New... function in it at all (if that's practically possible). In fact we should ideally prevent people from adding any tag that isn't an autocomplete result, but again that might not be trivial to do.
