Some way to merge authors, and associate existing author with user

Description
I notice that in the live site we already have two separate authors for Mark Plumbley -- I don't know how this happened but it's kind of impressive that they should have diverged so soon given that only one person has been entering publications and that person (me) knows how the system works.
Anyway, we need some way to merge them, and also some way to associate an existing author with a user (e.g. if one of the existing authors subsequently creates an account).
