New Author comes up with fields in non-editable state by default

Description
When adding a new publication, when I click on New Author I get the authorship fields appearing in "closed" state by default (they should be appearing in "open" state initially for an empty authorship). I have to click on Edit Author to edit them.

- Priority changed from High to Normal
Hang on -- this happens when editing an existing publication -- not when adding a new one. My mistake. Less serious then, but still present.
