(I have a feeling we spoke about this one before and I gave an opinion that I now think is wrong)
The link saying "Create New Publication" appears on a project's bibliography page even if the current user is not logged in or is not a member of the project.
It does the right thing when you click on it -- i.e. it takes you to a login page -- but I think the link itself should disappear if you would not be permitted to use it. That's the way these things are handled throughout the rest of Redmine.
