Description
All users are able to delete any publication, regardless if they're one of its authors.

Publications should be deleted only by project managers.

(Does the last comment mean "publications should now be able to be deleted only by project managers", i.e. the bug is fixed, or "ideally publications should be able to be deleted only by project managers", i.e. it is not?)
