.. and then overridden in each <page>
so that for instance you can define
<scales>
<scalelabel ... .... ...
</scales>
just once for the whole test, in case it is the same for all the pages, or you can set defaults in <setup> and then override in each page if needed

This is the default behaviour anyway. The only exception is the <scales>.
