Description

Here's what the function does when there are notes overlapping or in the selection:

Per selection (multiple can exist, but let's focus on one:

  1. Split any notes that are at the selection boundaries
  2. Merge any resulting notes in the selection

If there are notes the resulting new note only spans the "hull" of the existing notes, even if the selection is longer.
This is not what I would expert from Form Note From Selection.

It does do what I would expect if there are no other notes in the selection: it forms a note spanning the whole selection.
