Description
The initial Explore page feature request (#564) called for exploration in four directions: Active, Relevant to me, Complete or respected, and through search/tag.
The current page handles Active and search/tag (at least somewhat). Relevance is partly handled through the My Page box showing what my colleagues are working on, though we could use (separately) a relevance browser for wider projects and non-registered users.
That leaves Complete or respected. There is a partly-implemented Mature Projects metric for this, but it isn't good enough.

Updated the Mature Projects metric. See 467282ce64a4, 523f55b47b98, fb773fcf9af8, 9f37f7e39d3c, fae089e1f1a3
- It uses maturity (number of members, publications, downloads etc) only to establish a fairly low threshold for candidacy
- After eliminating projects that are "too immature" or have no description or managers, it selects at random N projects that have no managers in common.
This is then used to power the "Featured" box in the Explore page. So far I think it works quite well.
