List untagged public projects and tag them if they're going stale

Description
I think we should get a list of public projects that have no tags and, if their owners are no longer active on the site, add some tags to the projects.
(We shouldn't do this for projects whose members are still active because we don't want to give the impression that tags will continue to be added automatically and so people don't need to add them themselves.)
