"New issue" action is in a strange place

Description
"New issue" is in the list of "categories" in the top of this site. But it doesn't belong there - it's not a subsection like all the other things there, it's an action that a user can perform, conceptually within the Issues topic. I scrabbled around for ages not being able to find it.
