Issue reported to me by Daniel Leech-Wilkinson.
Each time a SV session file is opened, the tabs of the layers appear in different orders. This makes impossible to refer to a specific layer tab number in e.g. tutorials or lectures.

I believe this is fixed in current hg since 24fc52bb6a35 -- but note that the bug was actually in session save rather than reload, so sadly this does not help sessions that have already been saved.
