When update issue the properties should remain the same

Description
If a user only wants to ask a question or leave feedback on an issue, he should not have to change the Issue's Features. They should be hidden. If the user wants to change the issue's Features, he shoud press a "button" to do it (just like Advanced Options on the same dialogue).
