Layer order does not persist across pane undo/redo

Description
- Introduce a number of layers into a pane
- Delete the pane
- Hit Undo
The layers reappear, but not in the original order (except by chance).

Fixed in f937a73ab84c, although the active layer is still not preserved (the first layer is made active).
