Description
Would be good to be able to add arbitrary, 'full' URLs for fragments, for instance when they are hosted on the Open Multitrack Testbed.
Suggested by Dave I believe.
So instead of just 'audio/file.wav' you could also have 'http://c4dm.eecs.qmul.ac.uk/multitrack/FredyV/InTheMeantime/Mixes/McG-A.wav' or something.

If the parent <page> node's hostURL is blank, then the <audioelement> url can be a fully qualified URL. However, it is then up to the hosting machine whether it will allow cross-domain hosting.
