Make sample rate a test-wide feature instead of page-wide

Description
Shouldn't sample rate be test-wide? Doesn't make sense to have it as a page attribute as you can't change it in the meantime... Even if you would change it manually, the browser would have to be restarted.
What do you think? Was there a reasoning behind this?
