Cannot import MIDI at a specific start time

Description
It doesn't seem to be possible to import a MIDI file so that its start aligns with a specific point in the recording, and it also doesn't seem to be possible to re-align one after import so as to move all its notes (I had expected cut and paste to do this when pasting "to the playback position", but the target position seems to be ignored).
