Registration sequence isn't clear enough about admin intervention

Description
A couple of users have written to us (just prior to our approving their registrations) asking why they couldn't log in. Evidently the registration sequence is not clear enough about the fact of admin approval.
We need to review the messages shown and emails received during registration, and fix this.
