Simple regression test from a single input file

Description
Add a simple regression test to the Makefile, which obtains a single input file (not included in the repo), processes using Sonic Annotator, and checks for the expected output. Because of its various dependencies, this should only be run on demand rather than on every build (something of a flaw in itself -- perhaps the Vamp Build and Test infrastructure could run this automatically for plugins that have similar tests).

Maybe better to depend on an Ogg decoder (in a GPL app) than an mp3 one. I think that way at least we're more likely to be using the same decoded audio!
