Make Python 'executable' for running web server?

Description
Generally, make interface more intuitive and less scary for non-CS people (e.g. music educators).
Not having to open the Terminal is a start.
Keep cross-platform compatibility in mind.
What about Windows, where Python is potentially not pre-installed?
