Explicitly giving the sdk root should mean we don't need library validation any more (see #1993 Mac build environment has started producing improperly-signed plugins)

Try disabling library validation as a temporary workaround for some Xcode tools stupidity that results in the SDK version not being written in to signed libraries

Update deployment scripts - make the copy-and-update-paths deployment a smaller unit that is run after any build, separate out signing, and add notarization script. Also enable hardened runtime, which I think should be ok for this application
