Linux deb has Rubber Band dependency that can't be met on Ubuntu 16.04

Description
For some unknown reason, the package of Rubber Band in Ubuntu 16.04 is called librubberband2v5, where in every other release (that has it) it's called librubberband2. Some non-LTS releases appear to be missing it entirely.
Our .deb build depends on librubberband2, and so can't be installed on 16.04.

"Fixed" by bringing in Rubber Band using Repoint and compiling it into the binary directly.
