added pyRealTime object impl to host

This is the place for Vampy-host.
For now there is one object: pyRealTime which implements a wrapper around Vamp::RealTime.

Using pyRealTime:

(1) Compile: make pyRealTime.so
(2) Test it in Python:

>>>from pyRealTime import *
>>> dir(pyRealTime)
