Clamp cyclic tempogram min and max BPM to the BPM equivalents of the actual underlying min and max tempogram bins, rather than the "input" min and max BPM (fixed root cause of #1054)

Vamp Tempogram Plugin

A Vamp plugin implementation of the tempogram and cyclic tempogram
features described in Grosche, Müller, and Kurth 2010, providing a
robust mid-level representation that encodes local tempo information.
